Former Vice Minister of Public Security of the Chinese Communist Party (CCP), Sun Lijun, “fell off his horse” on April 19, 2020. On Sept. 30, Mr. Sun was officially expelled from the Party and detained while awaiting the judicial process. The official announcement from the CCP showed the not-so-simple nature of the case. Outside observers have also pointed out the numerous crimes committed by this official.
The crimes of Sun Lijun, former Deputy Minister of Public Security
Mr. Sun has held the following positions: Deputy Director of the Shanghai Municipal Foreign Affairs Office, Vice Chairman of the Office of the Ministry of Public Security, Member of the Party Committee of the Ministry of Public Security, Deputy Director of the Central 610 Office (the specialized apparatus of the Ministry of Public Security oppressing Falun Gong practitioners), Director of Hong Kong-Macau-Taiwan Affairs Office, and Deputy Minister of Public Security.
According to a notice from the website of the State Supervision Commission of the CCP Central Commission for Discipline Inspection, Sun Lijun was “full of political malice.” He “played dirty tricks to achieve personal political goals, formed cliques within the Party to build interest groups, and manipulated critical party organs.” Additionally, the notice said that Sun Lijun had illegally obtained a large number of valuable properties.
In early 2020, when the COVID-19 epidemic broke out in Mainland China, Sun Lijun went to Wuhan to supervise epidemic prevention and controlled work as a member of the Ministry of Public Security delegation. Hong Kong capitalist Elmer Yuan revealed that Sun Lijun obtained significant evidence about the outbreak of the disease in Wuhan (including the CCP’s concealment of the illness). Through an intermediary channel, Sun transferred these pieces of evidence to his wife in Australia.
The CCP later discovered that the secret about COVID-19 that Sun Lijun kept had fallen into the hands of the Australian Government. As a result, Sun Lijun was immediately dismissed from his position as Deputy Minister of Public Security.
The crimes of Ton Luc Quan, former Deputy Minister of Public Security
In addition, researcher Ren Zhongdao of the overseas Chinese “Tianjun Economic and Political Group” said that, before being promoted to Deputy Minister of Public Security, Ton Luc Quan was one of the key figures in promoting the “maintain stability” campaign in Mainland China.
During Sun’s time in charge of the Security Department of the Ministry of Public Security, he promoted the campaign to arrest human rights lawyers across 23 provinces. The incident resulted in more than 100 people, including lawyers and human rights activists, being arrested or just disappearing.
In 2013, after Sun Lijun took over the 1st Bureau of the Ministry of Public Security and became the Deputy Director of the Central “610 Office”, he actively participated in the persecution of Falun Gong practitioners. Under Sun Lijun, at least 76 Falun Gong practitioners in Mainland China were tortured to death.
Currently, Mr. Sun has only been expelled from the Party and removed from the civil service by the CCP. It is unclear what Sun’s final punishment will be.
The fate of other top former officials
Liu Jing—Former Deputy Minister of Public Security, an early director of the Central 610 Office—was directly involved in directing the persecution of Falun Gong practitioners.
Liu Jing and Luo Gan (the direct executor of Jiang Zemin’s genocidal policies) often traveled to Masanjia Forced Labor Camp in Liaoning Province to directly inspect the CCP’s brainwashing process. Liu Jing was also responsible for creating mass propaganda to incite hatred against Falun Gong. At present, Liu Jing’s whereabouts and circumstances are unknown. Apart from a CCP report that he has terminal throat cancer, no other information can be found.
Li Dongsheng was appointed deputy director of the 610 Office when founded in 1999 and served as deputy director of China Central Television (CCTV) after Liu Jing retired. In 2009, Li Dongsheng was appointed Deputy Minister of Public Security by Zhou Yongkang and in charge of the 610 Office. In that role, he instigated nationwide propaganda campaigns against Falun Gong to attract people’s support for the persecution.
Li Dongsheng instructed CCTV to broadcast programs slandering Falun Gong at a frequency of seven hours a day. According to incomplete statistics, from July 21, 1999, to 2005, 102 episodes of the anti-Falun program were broadcast. These programs use fabricated propaganda tricks to discredit Falun Gong’s founder, Mr. Li Hongzhi, accusing Mr. Li of asking practitioners to kill or commit suicide.
On Aug. 21, 2015, the Supreme People’s Procuratorate of China announced that Li Dongsheng was indicted for bribery. In 2016, CCTV reported, Li Dongsheng was sentenced to 15 years in prison by the Tianjin Municipal Court on corruption charges. Li Dongsheng was accused of accepting bribes worth nearly $3.5 million in assets and abusing his position during his tenure from 1996 to 2013.
Xi Jinping has wiped out the top officials of the 610 Office, including Secretary of the Political and Legal Committee Zhou Yongkang.
