On September 9th, the website of the China Central Commission for Discipline Inspection and State Supervision Commission published a notice that Yang Jucai , Deputy Mayor of Luliang City, Shanxi Province, accepted the review and investigation.

According to public information, Yang Jucai, 57, is a native of Shanxi and has worked in the coal mining industry for a long time. He has served as the director of Xinyang Coal Mine of Shanxi Fenxi Mining (Group) Co., Ltd. and assistant to the mayor of Luliang City.

Luliang was a coal-rich mountain synonymous with China’s economic take-off. However, this is also one of the places where there are many corruption cases. 

According to the New York Times, since 2014, Chinese leader Xi Jinping’s campaign against corruption has detained many Lüliang officials. 

However, the corruption of officials in Luliang continued to take place silently. 

In October 2021, the former deputy mayor of Luliang City in Shanxi Province, Zhang Zhongsheng , received a death sentence for accepting bribes. In addition, according to the People’s Court of Linfen City in Shanxi, Zhang’s private property was seized.

From 1997 to 2013, the former official assisted with project approval and illegal business of coal resources throughout his tenure as deputy mayor of Luliang City and chief of Zhongyang County. In exchange, he received bribes of money and assets totaling 1.04 billion yuan ($150 million).

At that time, Zhang Zhongsheng also took the initiative to report clues to a significant bribery crime by a provincial leader in Shanxi. The reported crimes significantly impact the province and even the whole country.
