At midday on July 17, the Jade Bay port in Fenghe County, Ningbo City, Zhejiang was hit by an 11-degree level wind gust. Strong winds flipped the moored recreational fishing boat, leading 16 people to fall into the ocean. So far, seven people have died in the accident. On the same day, there was large-scale artificial rain near the pier where the tragedy happened, and several netizens speculated that the incident was most likely caused by the artificial rain.

According to Sina, a recreational fishing boat was working at a port at Jade Bay at 12:33 a.m. on July 17 when it was hit by a strong wind gust of level 11 out of nowhere. The boat and landing bridge were blown off and destroyed, and 16 passengers fell into the water, seven of whom died in the disaster.

The reason for the accident, according to official sources, was a local strong wind in the storm cloud. According to the description, the wind would generate a miniature tornado once it reaches the ground. The wind speed gets higher the closer it is to the earth, and the maximum wind power on the ground can reach level 15.

According to China Blue News, at 11 a.m. on the same day of the accident, July 17, Changxing, Huzhou, Zhejiang Province began a large-scale drought relief operation this year. At 12:30 p.m, Anji County Meteorological Bureau launched eight BL-1 artificial rain-making rockets, and then areas such as Lishui Suichang, Hangzhou Chun’an, Ningbo Ninghai and others successively carried out artificial rain enhancement. A total of 22 waves with 114 BL-1 rockets were launched in 13 locations.

Ninghai District – Ningbo is located next to the Feicui Wan Port in Fenghua District, which is home to fishing service ships.

Local citizens revealed that Fenghua is also receiving artificial rains, and the Feicui Wan pier’s location, where the tourist fishing boat crashed, is also at Qifeng in Fenghua District. Netizens suspect that the artificial rainfall caused the accident.

Local netizens said that the artificial rainfall may actually play a role. At that time, the scene of the accident in Qifeng village had heavy rainfall, many families came to board the boat, including children and elderly. A 13-year-old child is still missing.

Netizens shared pictures of tourists on fishing service ships. This is a small fishing boat that cannot stand the waves, not to mention level 11 winds. 

However, the Chinese official media did not mention artificial rain near the accident area in their coverage of the incident.

According to a video released by netizens, many fishing boats are moored in the bay, and most of them are safe, but one tragically tiny fishing boat carrying many visitors did not escape the tragedy, and 7 people were killed.
