According to Minghui.org, while Zhou Yan was in charge as Chief Justice of the Intermediate Court of Dalian City, 196 Falun Gong practitioners were unjustly convicted, of which 52 were sentenced to more than five years in prison.
Zhou Yan served as Deputy Secretary of the Political and Legal Affairs Committee of the Dalian Municipal Party Committee. From January 2015 to October 2021, he served as Chief Justice of Dalian Intermediate Court and was the promoter and enforcer of the policy of persecuting Falun Gong in Dalian.
During Zhou Yan’s tenure as Chief Justice of the Dalian Intermediate Court, the Dalian court performed so-called “interrogation trials,” meant to obstruct and oppress the defense lawyers for Falun Gong practitioners by various means and purposely send Falun Gong practitioners to prison illegally.
In 2016 Dalian City Court illegally sentenced 35 Falun Gong practitioners, ranking third among cities that persecute Falun Gong.
By 2017 the Dalian City Court had illegally sentenced 48 Falun Gong practitioners, making it the top city in its persecution.
Some reported cases
Falun Gong practitioner 84-years-old Zheng Decai was abducted from his home to the detention center on Sept. 4, 2017.
He was unjustly sentenced to a year and a half in prison.
When he was released in August 2019, he could barely walk, had difficulty eating, and on Nov. 21, he passed away due to the inhumane prison treatment.
Falun Gong practitioner Ren Haifei was abducted by police on June 26, 2020.
More than $86,600 in cash and electronic products such as memory cards worth more than $31,520 were stolen.
From Feb. 23, 2021, Ren Haifei, who was basically in a vegetative state for almost a month resulting from the terrible condition of his detention, received a sentence from Jinzhou District Court and was illegally sentenced to 2 years in prison along with a fine of $788.
His wife, Yan Qinghua, was illegally sentenced to three years and six months in prison and fined $1,260.
On Oct. 14, 2021, Ren Haifei was illegally further sentenced to 10 years in prison and fined $15,760.
Falun Gong practitioner Ding Guochen 50, graduated from Electronic Engineering at Dalian University of Technology.
On July 10, 2019, he and his wife were kidnapped, and their home was ransacked.
During his illegal detention in Dalian Prison, he was persecuted to the point where he suffered a brain hemorrhage and lost hearing in both ears.
After he was released on bail and returned home on Oct. 19, he continued to be harassed and suffered another brain hemorrhage. To this day, he is still in a coma.
Keep fighting and searching for justice in China
Since May 2015, Falun Gong practitioners in China have sued former General Secretary of the CCP Jiang Zemin, the leader of the persecution of Falun Gong.
By Dec. 31, 2015, Minghui.org had received real-name lawsuits filed by more than 200,000 Falun Gong practitioners and their families with the Supreme Procuratorate of China and the Court.
Five thousand ninety-seven lawsuits came from Dalian City, with 3,295 appeal cases.
In 2016, Falun Gong practitioner Yuan Xiaoman was unjustly sentenced to 3 years and six months in prison and fined $788 for accusing Jiang Zemin.
On Dec. 22, 2017, Falun Gong practitioner Sheng Jie in Lushunkou District of Dalian City was illegally sentenced by the Lushunkou District Court to a severe sentence of 7 years and six months and fined $4,728.
Sheng Jie did not accept the illegal sentence and appealed to the Dalian Intermediate Court.
However, in mid-March 2018, Dalian Intermediate Court did not answer Sheng Jie’s family members.
The court only asked them if Sheng Jie would give up practicing Falun Gong or not. After learning that Sheng Jie would not give up practicing Falun Gong, they upheld the original sentence.
In addition, during Zhou Yan’s reign at the Dalian Intermediate Court, the Dalian District Court and police plundered a total of $214,300 from Falun Gong practitioners. Furthermore, the court illegally fined them $592,986, while the police stole $121,355 of property.
Compiling books smearing Falun Gong
In September 2011, the Davos Conference (World Economic Forum) was held in Dalian, which was striving to attain a reputation as a “civilized city.” The Dalian City Law and Political Committee used this pretext to publish and distribute the “Picture of Resident Safety Knowledge.”
Zhou Yan is the deputy editor of this book’s content smearing Falun Gong. During Zhou Yan’s tenure as Chief Justice of the Dalian Intermediate Court, the Dalian Court published articles slandering Falun Gong and Falun Gong practitioners on the Internet.
On the so-called anti-cult website, an article titled “A couple in Dalian, Liaoning Province who spread ‘Falun Gong’ is convicted.”
The publishers took the case of Ding Guochen and his wife and promoted slander and lies to mislead the public and hide the truth.
Ding Guochen was persecuted to a vegetative state. Even so, he was still illegally convicted by the CCP court, and his wife was also wrongly convicted.
On July 24, 2018, Dalian Evening News and Peninsula Morning News jointly published an article titled “A woman in Lushunkou District Convicted for Propaganda of Falun Gong.”
Sheng Jie suffered hostile propaganda that twisted the facts. These facts were covered-up by the Public Security Bureau of the Lu Shunkou District Court. Its units falsified the facts and gained illegal convictions and sentencing of Falun Gong practitioners.
Persecutors of Falun Gong also constantly suffer retribution
A detailed report by Minghui.org in July 2018 said 20,784 people who have participated in the persecution of Falun Gong have met with retribution. Of which 336 are in the court system. Not only is the perpetrator himself suffering retribution, but relatives and friends are also punished.
By Feb. 1, 2019, at least 185 people met with sudden accidents and tragedies in Dalian City alone, all of them persecuted Falun Gong practitioners.
