The Central Commission for Discipline Inspection has announced that Xu Baoyi, former party member and deputy general director of China’s Grain Reserve Management Group Co. Ltd. (China Grain Reserve), was under investigation.

Xu Baoyi no longer holds the position as the Party’s member and deputy general director of the China Grain Reserve.

China Grain Reserve, a Beijing-based corporation established on May 18th, 2000, under the approval of the State Council, is one of two major grain-related state-owned enterprises in China. 

At the same time, China Grain Reserve is also a large-scale backbone enterprise related to national security and China’s lifeline economy.

The corporation was tasked with operating and managing the central reserves of grain, cotton, and oil by the State Council. 

In addition, it is in charge of performing control tasks, including buying, selling, regulating, and storing grain, cotton, and oil, and preserving state assets.

Two months before Xu Baoyi was fired, three other senior executives from the China Grain Reserve were also put under investigation.

Tang Chengyou, Member of the Standing Committee of the Party Committee and Deputy General Manager of the Chengdu Branch of China Grain Storage Group; Sun Liguo, Member of the Standing Committee of the Party Committee and Deputy General Director of Liaoning Branch of China Grain Reserve Management Group Co., Ltd.; Zhang Chongyong, a former member of the Standing Committee of the Party Committee and Deputy General Manager of the Hunan Branch of China Grain Reserve Management Group Co., Ltd.; were all under investigation on Nov. 23, 2021, on Nov. 27, 2021, and on Dec. 1, 2021, respectively. 

Xu Baoyi has become the first grain-related high-ranking official to be investigated and punished since the end of the sixth plenary session of the Central Commission for Discipline Inspection.

He is also the fifth among central management cadres to be investigated since 2022. 

The other four are Zhang Yongze, former vice-chairman of the Tibet Autonomous Region government; Wang Bin, the former chairman of China Life Insurance (Group) Company and the Guangxi Autonomous Region Government; Liu Hongyu, former Vice President; Wang Minghui, former deputy director of the Standing Committee of the Sichuan Provincial People’s Congress.
